The Secretary of Labor, through the Veterans Employment and Training Services (VETS), funds programs to meet the employment and training needs of veterans of the U.S. Armed Forces, including
service-connected disabled veterans, veterans of the Vietnam era, veterans who are recently separated from military service and other eligible persons. The purpose of the veterans program is to
provide the maximum level of employment and training opportunities for veterans. These funds pay for Veteran Representatives who are dedicated to serving eligible veterans and other eligible persons.
Those Veteran Representatives are called Local Veterans Employment Representatives (LVER) and Disabled Veterans Outreach Program Specialists (DVOP).
LVERs: are located in the local JobsPlus offices. In addition to providing direct services to veterans, LVERs develop an annual Veteranīs Service Plan for the field office and provide oversight for the
operation of that plan. They also market veteranīs programs to local employers and employer groups, provide guidance to staff on veteransī priority of service, and have functional supervisory
responsibility regarding field office policies and procedures to assure priority service to veterans.
DVOPs: are also located in the local JobsPlus offices. They spend a good deal of their time out of the office focusing on veteran outreach, developing veteran service networks, and enhancing the
employment prospects for disabled veterans and Vietnam-era veterans. They work with the harder-to-serve veterans, assisting them in such things as: developing job training opportunities; job
development; discharge upgrades; referral to county veterans service officers for disability evaluation or re-evaluation; and referral to VA hospitals for medical treatment etc.
